Fukuoka Prefecture Launches Regionally Limited Exam to Address Childcare Worker Shortage

Fukuoka Prefecture held a press conference on January 13 to announce the start of a regionally limited childcare worker examination, introduced to help ease the growing shortage of childcare personnel.


The prefecture explained that although the number of people working in childcare has increased, demand continues to rise—particularly due to the need for more specialized support for children with disabilities and children from overseas.


Under the new system, individuals who pass the exam will be qualified to work as nursery school teachers exclusively within Fukuoka Prefecture, without taking the standard national practical exam. After working for one year, and once three years have passed since registration as it, they will become eligible for the regular national qualification, allowing them to work anywhere in Japan.


Applications opened on January 8 and will close on January 28. The examination fee is ¥12,700. According to the prefecture, more than ten inquiries are received each day. Governor Hattori expressed hope that the initiative will help alleviate the shortage of childcare workers across the region.


Governor Outlines Fund Management Results Amid Rising Interest Rates


During the Q&A session, the governor also reported on the prefecture's fund management strategy in the current environment of rising interest rates. Fukuoka Prefecture invested 70% of its funds and reduced interest expenses by issuing additional prefectural bonds before rate hikes were announced.


The prefecture also issued ESG bonds, which carry interest rates 0.02% lower than standard prefectural bonds, resulting in savings of ¥25 million. The governor stated that Fukuoka will continue issuing prefectural bonds while monitoring market conditions.
