Kumamoto Prefecture Announces New Initiatives for the Support for people with Disability, Traffic Relief, and Food Industry Promotion

On July 29, the Government of Kumamoto Prefecture held a press conference to introduce a series of initiatives focused on the support for people with disability , traffic congestion mitigation, and the advancement of the local food industry. The governor outlined the prefecture's latest efforts and responded to media inquiries, including questions related to the second factory of Japan Advanced Semiconductor Manufacturing (JASM), a subsidiary of TSMC.



Expanding Support for Persons with Disabilities



Kumamoto Prefecture launched two new programs to support individuals with disabilities. First, the prefecture established a dedicated institution to assist with the use of ICT equipment. Services include a help desk, guidance on useful applications and devices, and training for support personnel.


Second, a new subsidy program was introduced to encourage companies to place their first orders with continuing employment support offices for persons with disabilities. These offices often struggle to secure contracts due to limited awareness among potential clients about the services they offer. The prefecture hopes the subsidy will lead to increased business opportunities.



Tackling Traffic Congestion Through Off-Peak Commuting



To address persistent traffic congestion, Kumamoto Prefecture will launch a campaign in September promoting off-peak commuting. Both public institutions and private-sector partners will participate. The prefecture plans to analyze the campaign's outcomes and visualize its impact. The governor also announced ongoing recruitment of partner companies and the upcoming launch of a high-level conference with Kumamoto City, which faces significant traffic challenges.



Strategic Vision for Food Industry Growth


Since last year, Kumamoto has operated a dedicated promotion department to strengthen its food-related industries. The prefecture recently published a strategic vision for the future of its primary sector and food-related industries, outlining three key directions:


1. Reconnecting residents with the richness of Kumamoto's local foods

2. Advancing value-added processing and expanding market reach

3. Building synergies between the primary and food industries and promote the innovation.



Concrete actions include:

- Hosting local food events to raise awareness among residents

- Enhancing e-commerce sales channels

- Positioning local foods as tourism assets

- Conducting market analysis and exploring new markets

- Supporting product development rooted in southern Kumamoto’s food culture

- Attracting and nurturing food-related companies

- Promoting food tech innovation within the prefecture



As part of this initiative, Kumamon—the prefecture's globally recognized mascot—has been reappointed as ambassador. Kumamon will promote Kumamoto's culinary offerings at various events, including the Osaka World Expo and a gala dinner hosted by the Japan office of La Chaîne des Rôtisseurs. The campaign will begin with the launch of a “Kumamon Glutton Bento,” featuring local ingredients, at a food event in February.
