Saga Prefecture Governor Unveils Strategic Initiatives to Enhance Regional Resilience, Cultural Capital, and International Connectivity
Saga, Japan — July 15, 2025 — At a press briefing held at the Saga Prefectural Office, the Governor presented a triad of strategic policy measures aimed at strengthening disaster response capabilities, cultivating civic literacy, and increasing regional engagement with global markets through international flight development.
Disaster Management Strategy: Operational Agility and Stakeholder Collaboration
The Governor underscored the importance of real-time adaptability in disaster response operations. Saga Prefecture prioritizes immediate, on-the-ground interventions, adjusting initial protocols in accordance with evolving field conditions. Key personnel, such as vice-governors, are deployed directly to affected zones to ensure continuity in leadership, timely decision-making, and efficient information flow.
Additionally, the Prefecture leverages an extensive network of Civil Society Organizations (CSOs) to complement public sector efforts. These organizations play a critical role in scaling response capabilities and reinforcing regional resilience.
Literacy Promotion Initiative: Stimulating Intellectual Engagement Across Generations
To foster a culture of reading books, the Prefecture is launching a cross-generational literacy campaign. Targeted programs for junior high and high school students will feature book presentation forums and interactive discussions designed to cultivate analytical skills and peer dialogue.
The programs also include live author talks and curated book markets.
International Flight Utilization Policy: Expanding Saga’s Global Access Footprint
In a bid to strengthen Saga's role in regional trade and tourism flows, the Governor emphasized efforts to boost utilization of international routes from Kyushu Saga International Airport. Direct connections to Shanghai, Seoul, and Taipei are being actively promoted as viable alternatives to more common domestic routes such as Tokyo and Osaka.
The administration envisions increased outbound travel.
